Summary of Proposal: 

 

New York City provides a matching grants program for participants who agree to spending limits and meet two thresholds for the amount raised and number of donors from their district.  For example legislative candidates must raise $5,000 in contributions of $175 or less and receive 75 contributions of $10 from within their district in order to be eligible to receive 6 to 1 matching and a grant of $92,400 and a spending limit of $168,000 in each election.  New York City has banned corporate contributions and placed limits on individual contributions by district of $2,750 for legislative, $3,850 for borough wide and $4,950 for Citywide.
