This "Guest Viewpoint" is a rebuttal of arguments that Home Rule lacks an inherrent system of checks and balances, and points out that Home Rule is "enshrined" in the New York Constitution as a protection from having State-Wide agendae forced upon local governments.  This article argues that Home Rule allows for local governments to be able to exercise local control in accord with the desires of the local peoples.
