Good morning! Happy Valentine’s Day! Remember there is both a florist and a Hallmark shop on the Empire State Plaza, if you’re a do-it-at-the-last-minute kind of person. Ahem. Gov. Andrew Cuomo is in Albany — unclear if his presumed valentine Sandra Lee will be around — and legislators remain for another day of business. It continues to be fake winter. A federal judge called for a legal special master tooversee the state’s redistricting process, responding to a legal challenge to the process currently controlled by a legislative task force called LATFOR. (DN/NYT)

Leaders of a caucus of black and Hispanic legislators urged Gov. Andrew Cuomo not to allow the dilution of minority voting rights as he works toward a compromise on the election lines. (TU)
